Ruthann Coin Palmer (Sissy) born June 20, 1949, passed away September 12, 2017 surrounded by her loved ones. She is survived by her son James Bell(Nikki), Brothers: Rick Rimer, Bryan Rimer, David Rimer; one sister Carmen Klemme (Larry), two granddaughters Lexi Bell, Chrissa Proctor, many nieces and nephews, and her soulmate William Merculief. Sissy had a heart of gold and the soul of an angel. She always put others first. Sissy was known for her cooking and especially her "Sissy goodies." A service will be held at a later date
